Systems Decision Process - A Systematic Approach to Support Decisions on Defense Acquisitions in the Development of Complex Weapon Systems

Capability development is a complex process involving interactions between industrial suppliers of goods andservices with multiple government agencies often trying to balance competing objectives. The big dilemma is:how do governments acquire equipment, and services needed for their armed forces at reasonable price,appropriate quality, time frame? In this context, the new weapons systemsis challenging process, which entails increasingly long periods, use cutting-edgetechnologies in an environment high uncertainty, requiring, that reason, decision-making supportprocess adjusts these specific requirements. Nowadays, based on models used incertain instances, not considering nature programs above. Using asystems decision (SDP) would allow systemic iterative, collaborative value-baseddecision could be applied throughout whole life cycle system.
